Priority recommendation for optical storage integration! Five departments jointly carry out the third batch of intelligent photovoltaic pilot demonstration activities

Notice of the General Office of the Ministry of Industry and Information Technology, the General Office of the Ministry of Housing and Urban Rural Development, the General Office of the Ministry of Transport, the General Office of the Ministry of Agriculture and Rural Affairs, the General Office of the National Energy Administration, on Carrying out the Third Batch of Intelligent Photovoltaic Pilot Demonstration Activities
Departments in charge of industry and information technology, housing and urban-rural development, transportation, agriculture and rural areas, and energy of various provinces, autonomous regions, municipalities directly under the central government, and cities specifically designated in the state plan, as well as Xinjiang Production and Construction Corps:
In order to further promote the deep integration of the photovoltaic industry with the new generation of information technology, promote the progress and application of intelligent photovoltaic technology, in accordance with the work deployment of the "Action Plan for Innovative Development of Intelligent Photovoltaic Industry (2021-2025)" (Ministry of Industry and Information Technology Lian Electronics [2021] No. 226), the Ministry of Industry and Information Technology, the Ministry of Housing and Urban Rural Development, the Ministry of Transport, and the Ministry of Agriculture and Rural Affairs The National Energy Administration has decided to organize the third batch of intelligent photovoltaic pilot demonstration activities. The relevant matters are notified as follows:
1、 Pilot demonstration content
（1） Support the cultivation of a group of intelligent photovoltaic demonstration enterprises, including enterprises that can provide advanced and mature intelligent photovoltaic products, services, system platforms, or overall solutions.
（2） Support the construction of a batch of intelligent photovoltaic demonstration projects, including the application of intelligent photovoltaic products, the integration of new generation information technologies such as 5G communication, big data, industrial internet, artificial intelligence, etc., to provide users with intelligent photovoltaic services.
（3） Prioritize direction
1. Optical storage fusion. Applying new energy storage technologies and products to enhance the stability, grid friendliness, and absorption capacity of photovoltaic power generation, including multi energy complementarity, photovoltaic hydrogen production, photovoltaic DC systems, and spontaneous self storage and self use.
2. Transportation applications. This includes the use of intelligent photovoltaics in scenarios such as highways and national and provincial road service areas (parking lots), gas stations, freight yards, etc., to achieve applications such as charging stations and surrounding facilities.
3. Agricultural applications. This includes the development of ecological composite models such as complementary agriculture and light, complementary production of light, and complementary fishing and light in production scenarios such as facility agriculture, large-scale farming and breeding, fisheries and aquaculture, and the establishment of a "photovoltaic+agriculture" complementary distributed effective supply mechanism.
4. Information technology. Power electronics, flexible electronics, information systems, smart microgrids, virtual power plants, related artificial intelligence, industrial software, industrial robots, and other directions for intelligent photovoltaic systems.
5. Improvement of the industrial chain. Including the recycling and utilization of waste photovoltaic modules, the research and industrialization of resource utilization technology for retired modules, the evaluation and certification of photovoltaic "carbon footprint", and the traceability system of intelligent photovoltaic supply chain.
6. Advanced technology products and applications. Including intelligent photovoltaic modules (with module conversion efficiency of over 24%), new flexible solar cells and modules, perovskite and stacked solar cells, ultra-thin silicon wafers, and related intelligent photovoltaic products applied in large photovoltaic bases, data centers, marine photovoltaics, and other fields.
2、 Declaration conditions
（1） Demonstration enterprise
The applicant is a product manufacturing enterprise, system integration enterprise, software enterprise, service enterprise, photovoltaic module recycling enterprise, etc. in the intelligent photovoltaic field, and meets the following conditions:
1. It shall be an independent legal person registered in Chinese Mainland, and the registration time shall not be less than 2 years;
2. Possess strong independent innovation ability and have mastered key core technologies in the field of intelligent photovoltaic;
3. Advanced and mature intelligent photovoltaic products, services or systems have been provided;
4. Possess a high level of intelligent manufacturing and green manufacturing;
5. Establish a clear business promotion and profit model for intelligent photovoltaic;
6. Possess rich experience in the construction of intelligent photovoltaic projects.
（2） Demonstration project
The applicant is the project organization and implementation unit, which can be relevant application units, manufacturing enterprises, project parks, third-party integration service institutions, etc. The relevant units and projects should meet the following conditions:
1. An intelligent photovoltaic application or service system with distinctive service content that is close to the actual development of the region has been established;
2. Adopting no less than three types of intelligent photovoltaic products (in principle, provided by enterprises that meet the "Photovoltaic Manufacturing Industry Standards and Conditions") or services, providing large-scale (centralized 10MW or above, distributed 1MW or above) intelligent photovoltaic services; For a single project of intelligent photovoltaic and building integration applications in the construction and urban areas, the installed capacity shall not be less than 0.1MW;
3. The photovoltaic system installed on the building should have an emergency automatic power outage function and be firmly connected to the building body, ensuring structural safety, fire safety, and water leakage and impermeability;
4. Possess flexible service expansion capabilities and long-term operational capabilities, innovative models with independent innovation, continuous operation, and profitability, and development plans to continuously improve service capabilities and enrich service content.
3、 Organizational implementation
（1） The application unit shall strictly follow the requirements of the notice and the format of the attachment (which can be downloaded from the official website of the Ministry of Industry and Information Technology), fill out the intelligent photovoltaic pilot demonstration application form in a standardized manner, and submit the application materials to the provincial industrial and information management department where it is located.
（2） The provincial industrial and information technology authorities, in conjunction with the housing and urban-rural construction, transportation, agriculture and rural areas, and energy authorities, conduct on-site inspections and expert evaluations, recommend enterprises and projects based on the evaluation results, and issue recommendation letters.
（3） No more than 5 demonstration enterprises and no more than 8 demonstration projects recommended by each province, autonomous region, or municipality directly under the central government; There shall be no more than 3 demonstration enterprises recommended by cities specifically designated in the plan and Xinjiang Production and Construction Corps, and no more than 5 demonstration projects. The number of recommended demonstration enterprises and projects in various regions should be strictly controlled, and those exceeding the recommended quantity will not be accepted.
（4） Please exchange the recommendation letter, along with the application materials (two copies in hard copy and an electronic CD), to the Ministry of Industry and Information Technology (Electronic Information Department) via EMS or confidential information by December 9, 2022.
（5） The Ministry of Industry and Information Technology, in conjunction with the Ministry of Housing and Urban Rural Development, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, and the National Energy Administration, will evaluate the declared enterprises and projects. The selection results will be publicly announced on the official websites of relevant departments and relevant media, and enterprises and projects that have no objections to the public announcement will be officially released.
4、 Management and incentive measures
（1） The Ministry of Industry and Information Technology, in conjunction with the Ministry of Housing and Urban Rural Development, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, and the National Energy Administration, will increase the promotion and promotion of demonstration enterprises and projects, enhance the influence of pilot demonstrations, and expand the driving effect of demonstrations. Organize evaluation and assessment of demonstration enterprises and projects, and dynamically adjust the list of intelligent photovoltaic pilot demonstration projects.
（2） Encourage government departments at all levels and all sectors of society to increase their support for pilot demonstration work, support demonstration enterprises to grow and strengthen from various aspects such as policies, standards, projects, and resource support, and support the construction and promotion of demonstration projects.
（3） Demonstration enterprises and projects should implement the "Action Plan for Innovation and Development of the Intelligent Photovoltaic Industry (2021-2025)", strive to establish industry benchmarks, and effectively play a leading role in demonstration.
