The Plan specifies that by 2025, the layout of national high-tech zones and self created zones will be further optimized, with significant improvement in independent innovation capabilities, continuous optimization of institutional mechanisms, significant improvement in the innovation and entrepreneurship environment, basic formation of a high-tech industrial system, more complete mechanisms for the output, transformation, and industrialization of high-tech achievements, and the capture of a number of key core technologies that support industrial and regional development, We have developed a batch of high-level standards that are both original and progressiveness, formed a batch of independent, controllable and international * products, and emerged a batch of innovative enterprises and industrial clusters with international competitiveness. In terms of strengthening the research and application of green and low-carbon technologies, the "Plan" proposes to encourage national high-tech zones to guide enterprises to build innovative platforms such as green technology verification centers, green technology innovation centers, and green technology engineering research centers, focusing on the green intelligent development of fossil energy and clean low-carbon utilization, new energy, ecological environment protection, clean production, and comprehensive resource recycling, Carry out green technology research and demonstration applications. Support enterprises, universities, and research institutes in the area to explore the establishment of green technology standards and service systems, and promote the use of carbon reduction, zero carbon, and negative carbon technologies and equipment.
In promoting the development of green and low-carbon industries, the "Plan" proposes to encourage national high-tech zones to plan and construct low-carbon industry professional parks, cultivate green industry clusters such as new energy, new energy vehicles, and green environmental protection; Support the park to promote green and low-carbon transformation of industries, promote the deep integration of emerging technologies such as big data and artificial intelligence with green and low-carbon industries, and create green factories, green supply chains, intelligent factories, etc.
In terms of optimizing the green ecological environment, the "Plan" proposes to support the green, low-carbon, and circular development of national high-tech zones, and strictly control the entry of high energy consumption, high emissions, and low-level enterprises. Encourage the park to advocate comprehensive energy conservation and consumption reduction, increase the full process prevention and control of industrial pollutant emissions, and reduce the amount of pollutants produced. Support the park to increase the use of clean energy, promote energy cascade utilization, and reduce fossil energy consumption. Guide the park to increase the construction of green infrastructure, create more ecological green landscapes, and improve the overall green coverage rate. Encourage the park to guide enterprises to improve their green certification and labeling systems, and establish a green product acceptance mechanism.
In terms of forward-looking layout of future industries, the "Plan" proposes to support the National High tech Zone to rely on the advantages of universities' advantageous disciplines and interdisciplinary integration, targeting cutting-edge technologies and industrial transformation fields such as brain intelligence, quantum information, genetic technology, future networks, hydrogen energy and energy storage, and to proactively deploy a number of future industries. Support the park to collaborate with the National University Science and Technology Park to build future industrial technology parks, future industrial technology research institutes, etc., innovate future industrial application scenarios, and create a highland for future industrial technology innovation and incubation. Guide the park to support cross-border integration of industries, carry out cutting-edge technology and hard technology entrepreneurship, and accelerate the formation of several future industries.
In addition, the Plan also mentions supporting the National High tech Zone to increase the cultivation of high growth enterprises such as gazelles and unicorns, improve the mechanism for enterprise exploration, screening, and cultivation, and improve enterprise support policies. Support the establishment of a gradient cultivation system for high growth enterprises in the park, and include more enterprises with development potential in the cultivation scope. Support the introduction of market-oriented and specialized high growth enterprise service institutions in the park, and provide precise services such as business model optimization, project roadshows, capital docking, and scenario expansion to meet the development needs of enterprises at different stages. Guide social capital such as venture capital, private equity, and merger and acquisition funds to support the development of gazelle and unicorn enterprises.
