Harbin Energy Storage Co., Ltd. learned that on February 14th, the Henan Provincial Development and Reform Commission announced the selection results of the second batch of provincial independent energy storage power station demonstration projects. According to the public announcement, a total of 27 independent energy storage power station demonstration projects have been selected in this batch, with a total scale of 2.5GW/5.2GWh! Participating enterprises include numerous group enterprises such as China Nuclear Power Corporation, China Electric Power Construction Corporation, China Huaneng, Huadian Group, China Resources Group, China Guangdong Nuclear Power Corporation, and TBEA.

It is understood that the Henan Provincial Development and Reform Commission previously announced the selection results of the first batch of provincial independent energy storage power station demonstration projects in 2022. According to the document, a total of 11 independent energy storage power station demonstration projects were selected, with a total scale of 1.1GW/2.2GWh. Participating enterprises include China National Nuclear Corporation (CNNC) Huineng, State Power Investment Corporation of China, China Guangdong Nuclear Corporation, Datang Group, State Grid Times, National Energy Group, and Pingmei Shenma Group.

The Notice on the Selection of the Second Batch of Provincial Independent Energy Storage Power Station Demonstration Projects previously issued by the Henan Provincial Development and Reform Commission stipulates that the total declared capacity of new energy storage demonstration projects reaches 3GW, the construction capacity of the projects is not less than 100MWh, and the power stations must have independent operating conditions. In principle, the project will commence construction in January 2023, and the project using lithium iron phosphate technology route will be completed and put into operation by the end of June 2023.

Notice on the Selection of the Second Batch of Provincial Independent Energy Storage Power Station Demonstration Projects

Regarding the Development and Reform Commission of provincial-level cities, Zhengzhou Airport Management Committee Economic Development Bureau, Provincial Electric Power Company, and energy enterprises:

In accordance with the requirements of the "Implementation Plan for New Energy Storage in Henan Province during the 14th Five Year Plan" (Yu Fa Gai Dian Dian [2022] No. 702), in order to accelerate the high-quality development of new energy storage in our province, enhance new energy consumption capacity, and effectively ensure power supply, based on the first batch of demonstration projects that have been carried out, and in combination with the opinions of the provincial power company on the layout of independent energy storage projects, we are organizing the selection of the second batch of provincial independent energy storage power station demonstration projects, The relevant matters are notified as follows:

1、 Selection conditions

This batch of applied projects should meet the following requirements: (1) The project layout is reasonable. Priority should be given to areas with large gaps in peak summer and difficulties in consuming new energy. Priority should be given to areas with high power fluctuations in retired thermal power plants and substations.

（2） The project has a large scale. The construction capacity of the project shall not be less than 100MWh, and the power station must have independent operating conditions.

（3） The preliminary work of the project is sufficient. Completed the feasibility study of the project, completed the registration and land use procedures, and obtained supportive opinions from forestry, ecological environment, cultural relics, military, water conservancy and other departments at or above the county level, as well as power system access opinions from power supply departments at or above the city level. In principle, the project will commence construction in January 2023, and the project using lithium iron phosphate technology route will be completed and put into operation by the end of June 2023.

（4） The sharing effect of the project is significant. The energy storage capacity of the project has been leased to new energy generation enterprises such as wind power and photovoltaic, and a leasing agreement has been signed. The wind power and photovoltaic power generation projects and energy storage projects are located in the same provincial city in principle. The wind power and photovoltaic power generation projects are organized and implemented in accordance with the "Interim Measures for the Management of New Energy Project Libraries in Henan Province". If losses are caused due to the mismatch between the construction time sequence of energy storage and wind power and photovoltaic power generation projects, The project owner shall bear the responsibility themselves.

（5） Strong technical demonstration. Priority should be given to supporting electrochemical energy storage projects using new technologies such as all vanadium flow and sodium ions, as well as physical energy storage projects such as compressed air.

（6） The project should have a relatively comprehensive safety plan that meets the requirements of relevant safety regulations.

（7） The project implementation path, operation mode, or application scenario has strong innovation and can play a demonstration and driving role.

（8） Energy storage projects that have been included in the provincial-level integration of source network, load storage, and multi energy complementary demonstration projects will no longer be evaluated.

2、 Relevant requirements

（1） Relevant provincial-level cities shall strictly follow the selection criteria to apply for demonstration projects, and the declared capacity of each provincial-level city shall not be higher than the capacity scale in Annex 1. Each region should organize the application units to prepare the application form according to the requirements (see Annex 2 for details), and submit the application materials (in quintuplicate, including electronic version) to the Provincial Development and Reform Commission before December 31st

（2） Relevant provincial cities should coordinate and coordinate project applications. If the application exceeds the required capacity, the city's application will not be accepted.

（3） Our commission will entrust a third-party consulting agency to organize the selection of demonstration projects, propose a candidate list for demonstration projects, and publish it on the website of the Provincial Development and Reform Commission. If there is no objection to the announcement, a document will be issued to confirm the inclusion of the second batch of independent energy storage demonstration projects. The entrusted consulting agency should organize experts to study and formulate evaluation and selection rules, and promptly disclose them to the participating units.
