Recently, the People's Government of Shandong Province issued the "Implementation Plan for Carbon Peak in Shandong Province", which pointed out that we will vigorously develop new energy, accelerate the implementation of new energy doubling actions, coordinate the development and utilization of solar energy, wind energy, nuclear energy, and other resources, and complete the responsibility weight of renewable energy electricity consumption. 1、 Overall requirements

2、 Main objectives
During the 14th Five Year Plan period, significant progress has been made in the optimization and adjustment of the industrial and energy structure in the province. The energy utilization efficiency of key industries has significantly improved, and coal consumption growth has been strictly and reasonably controlled. The construction of a new power system with a gradually increasing proportion of new energy has accelerated, and an economic system with green, low-carbon and circular development has preliminarily formed. By 2025, the proportion of non fossil energy consumption will increase to around 13%, and energy consumption and carbon dioxide emissions per unit of GDP will decrease by 14.5% and 20.5% respectively compared to 2020, laying a solid foundation for the province to achieve carbon peak as scheduled.
During the "15th Five Year Plan" period, significant progress has been made in the adjustment of industrial structure in the province, a low-carbon development model in key areas has been basically formed, a clean, low-carbon, and safe energy system has been preliminarily established, and the energy utilization efficiency of key industries has reached advanced domestic levels. The proportion of non fossil energy consumption has further increased, coal consumption has further decreased, and significant results have been achieved in the green, low-carbon, and high-quality development of the economy and society. By 2030, the proportion of non fossil energy consumption will reach around 20%, and the carbon dioxide emissions per unit of GDP will decrease by more than 68% compared to 2005, achieving the carbon peak target before 2030 as scheduled.
3、 Implementing the "Ten Major Projects" for Carbon Peak
(1) Green and low-carbon energy transformation project.
Develop a carbon peak work plan in the energy sector, adhere to safe and stable carbon reduction, and accelerate the construction of a clean, low-carbon, and secure energy system.

(2) Carbon peaking engineering in the industrial sector.
Taking accelerating the transformation and upgrading of industrial structure as the overall focus, we will formulate a work plan for carbon peaking in the industrial sector, and promote the orderly peaking of carbon emissions in major industries.
1. Promote green and low-carbon development in the industrial sector. Accelerate the exit of outdated production capacity, promote the green and high-end development of traditional industries, accumulate and develop green and low-carbon emerging industries, and establish a modern green and low-carbon industrial system. Implement energy-saving and carbon reduction actions, strictly enforce energy efficiency constraints, accelerate the pace of energy-saving and carbon reduction in key areas, and drive the green and low-carbon transformation of the entire industry. Promote the transformation of process structure and clean energy substitution, improve the level of scrap resource recycling, and promote the full scrap electric furnace process. Promote advanced and applicable technologies, tap into the potential for energy conservation and carbon reduction, and explore pilot demonstrations such as hydrogen metallurgy. 3. Promote the carbon peak in the non-ferrous metal industry. It is strictly prohibited to increase the production capacity of electrolytic aluminum and alumina, and strictly control the production capacity of electrolytic copper. Encourage the development of non-ferrous metal industries such as recycled aluminum and copper, improve the recycling, sorting, and processing network of waste non-ferrous metal resources, and increase the proportion of recycled non-ferrous metal production. Promote advanced and applicable green and low-carbon new technologies, promote clean energy substitution, improve the level of waste heat recovery in production processes, and promote the continuous reduction of carbon emissions per unit product. By 2025, the electricity consumption per ton of electrolytic aluminum is expected to decrease to around 12500 kilowatt hours. 4. Promote the carbon peak in the building materials industry. Strictly implement the policy of capacity replacement, accelerate the exit of inefficient production capacity, and guide the transformation of the building materials industry towards lightness, intensification, and productization. Encourage building materials enterprises to use fly ash, industrial waste, tailings, etc. as raw materials or cement mixtures. Strictly prohibit the addition of cement clinker and grinding capacity, promote energy-saving technology and equipment, improve the ultra-low emission level of cement production lines, and deeply explore energy-saving and efficiency enhancing space. By 2025, except for special cement clinker and chemical supporting cement clinker production lines, all cement clinker production lines with a capacity of 2500 tons/day or less will be integrated and withdrawn. 5. Promote the carbon peak in the petrochemical and chemical industry.
