The implementation opinion is clear: by 2025, the output value of the vanadium titanium industry will reach over 200 billion yuan. Vanadium (calculated as vanadium pentoxide) products reach 100000 tons/year, vanadium electrolyte reaches 75000 m3/year, and vanadium battery system integration reaches 1GW/year. Support steel enterprises to increase the application of vanadium, promote the application of vanadium in non steel fields such as vanadium batteries, and support the demonstration of "new energy+energy storage" vanadium battery energy storage.

In order to implement the spirit of documents such as the Decision of the Sichuan Provincial Committee of the Communist Party of China on Promoting the High Quality Development of Green and Low Carbon Advantage Industries with the Goal of Achieving Carbon Peak and Carbon Neutrality, the Notice of the Sichuan Provincial People's Government on Issuing Several Policies to Support the High Quality Development of Green and Low Carbon Advantage Industries, and the "14th Five Year Plan" for the High Quality Development of Sichuan Manufacturing Industry, and promote the high-quality development of vanadium titanium green and low carbon advantage industries in our province, To improve the overall competitiveness of the industry, based on actual conditions, the following implementation suggestions are formulated.
1、 Guiding ideology
Industrial structure adjustment and optimization, industrial chain extension and reinforcement, significant increase in industrial concentration, optimization and upgrading of product structure, development of green and smart manufacturing, etc., to enhance core competitiveness, integrate into a new development pattern with domestic circulation as the main body and domestic and international dual circulation promoting each other, promote the development of green and low-carbon advantageous industries, and create a vanadium titanium industry base.
2、 Development goals
By 2025, the industrial layout will become more reasonable, the strength and resilience of the industrial chain supply chain will be significantly enhanced, and the industrial agglomeration will continue to improve, forming a reasonable layout, prominent brand, high intelligence level, green, low-carbon, and sustainable development pattern and a vanadium titanium new material cluster, with an output value scale of over 200 billion yuan.
——Stable growth in industrial scale. The comprehensive utilization rate of vanadium and titanium resources has been increased to over 55% and 35% respectively, and the comprehensive utilization rate of iron resources has reached 75%; The raw ore processing capacity exceeds 100 million tons/year, the standard vanadium slag reaches 600000 tons/year, and the titanium concentrate reaches 8 million tons/year; Vanadium (calculated as vanadium pentoxide) products reach 100000 tons/year, vanadium electrolyte reaches 75000 m3/year, and vanadium battery system integration reaches 1GW/year; The titanium dioxide powder reaches 1.2 million tons/year, and the proportion of titanium dioxide produced by chlorination further increases; Sponge titanium and titanium ingots reach 100000 tons/year, and titanium materials and titanium deep processing materials reach 50000 tons/year.
——Progress has been made in innovative development. The research and development capabilities of new technologies and products have been further enhanced, and key core technologies have been gradually broken through to achieve diversified product development. Gather upstream and downstream advantageous resources in the industrial chain, accelerate the promotion of collaborative innovation between industry, academia, research and application, create provincial-level and above vanadium titanium related innovation centers, enhance the driving force of industrial innovation, and strive to break through 2-3 "bottleneck" technologies that are completely and heavily dependent on. The quality, performance, and stability of vanadium and titanium products have been further improved, with distinctive brands highlighted.
——Significant improvement in resource security. Promote the orderly development and utilization of mines, enhance resource supply capacity, and ensure the safety of industrial chain supply. Support the production of high titanium slag from high calcium magnesium titanium concentrate and carbonization slag from blast furnace slag, providing high-quality raw materials for the development of chlorinated titanium dioxide and sponge titanium. Support the implementation of long-term steel projects that meet policy requirements such as environmental protection, energy consumption, replacement, and filing, accelerate the construction of vanadium extraction converter replacement projects, and provide support for the vanadium processing industry.
3、 Key Tasks
(1) Promote the construction of an innovation system. Establish an open, flexible, and flexible technology innovation platform application mechanism to improve usage performance. Continuously promote the construction of scientific and technological innovation platforms, and strive to create a scientific and technological innovation platform for rare earth vanadium titanium functional materials. Support the upgrading of the engineering laboratory for the preparation and processing of vanadium titanium functional materials, and the integration and co construction of regional scientific and technological innovation centers; Support the optimization, adjustment and construction of the State Key Laboratory for comprehensive utilization of vanadium and titanium resources, promote the upgrading of the laboratory, and strive to be included in the new layout of the national key laboratory. Organize the preparation of a roadmap and project list for tackling the "bottleneck" technology in the field of vanadium and titanium, and carry out research on the "bottleneck" technology and key core technologies in areas such as vanadium and titanium materials and cutting-edge new materials. Support the establishment of vanadium titanium product development demonstration bases and accelerate the transformation of scientific research achievements. Support the establishment of vanadium titanium innovation consortia and concentrate efforts to solve a number of key common problems.
(2) Accelerate the transformation of industrial structure. Fully utilize the research results of vanadium chromium slag separation and extraction technology to accelerate the preliminary work of industrial projects such as chromium trioxide and ferrochrome alloy. Support process technology innovation, product innovation, and application innovation centered around "vanadium titanium+new materials", develop and strengthen vanadium fine chemical industry, vanadium based alloys, vanadium batteries, vanadium containing steel, titanium chemical industry, etc., improve resource on-site conversion rate, and build a solid industrial foundation. Targeting important fields such as national defense, military industry, aerospace, etc., we will develop spherical titanium powder, titanium and titanium alloy precision casting, and promote the advancement of titanium products towards mid to high end.
(3) Increase market promotion and application. Accelerate the comprehensive utilization of vanadium and titanium resources in Panxi, and create a vanadium and titanium steel industry brand, enterprise brand, and product brand with Sichuan characteristics. Support steel enterprises to increase the application of vanadium, promote the application of vanadium in non steel fields such as vanadium batteries, and support the demonstration of "new energy+energy storage" vanadium battery energy storage. Accelerate the research and application of high-quality vanadium containing steel and marine engineering, large aircraft manufacturing, titanium and titanium alloy materials for medical devices, encourage the development of civilian titanium materials, and expand the market space of vanadium titanium products; Support the priority application of vanadium titanium products in major engineering projects across the province.
(4) Strengthen the capacity building of the park. Following the concept of "one * (Panxi) and multiple points (southern and northeastern Sichuan), we will coordinate the layout of key parks. Based on the positioning of" building a regional central city "and" building a vanadium titanium industry base ", we will focus on the Panxi region, expand development space to surrounding areas and domestic and international markets, and support the construction of vanadium titanium industry parks such as one zone and multiple parks, characteristic industrial clusters, vanadium titanium high-tech zones, and Liangshan Prefecture. Encourage the sharing and co construction of vanadium titanium industry and its supporting industrial parks, improve the spatial and functional layout of vanadium titanium industry development, strengthen the construction of supporting public infrastructure, enhance incubation, radiation, supporting capacity, carrying capacity, and emergency response capacity, and form a reasonable division of labor, supporting cooperation, and circular agglomeration development pattern in the industrial chain.
(5) Enhance resource supply capacity. Construct a new pattern of supply guarantee for vanadium titanium magnetite based on the principles of fairness, openness, and win-win marketization. Grasp the development and comprehensive utilization plan of vanadium titanium magnetite resources, conduct potential evaluation of accompanying rare and precious metal elements in vanadium titanium magnetite resources, and research on key technologies for development and utilization, to improve the level of comprehensive utilization of resources. Explore new modes of mining land use and improve the guarantee capacity of mining land use. Orderly promote the development of Honggenan mining area and improve the supply capacity of vanadium titanium magnetite; Standardize the production and operation of iron ore enterprises, and create a fair and orderly market environment.
(6) Promote mergers and acquisitions in an orderly manner. Adhering to the principles of market-oriented operation, enterprise entities, and government guidance, combined with the characteristics of vanadium and titanium resources in our province, we encourage enterprise mergers and acquisitions to achieve integrated development. Strengthen the development of industrial agglomeration, cultivate and strengthen the main body of enterprises, and create an industrial "ecosystem" through the gradient of large enterprises, large groups, listed companies, specialized, refined, innovative, *, and small scale enterprises. Support the joint development of long-term steelmaking and vanadium extraction, vanadium processing enterprises, etc., increase concentration, and build a comprehensive utilization group of vanadium and titanium resources throughout the entire industrial chain. Encourage collaborative development between upstream and downstream enterprises, and enhance the overall competitive advantage of the industrial chain.
(7) Promote green and low-carbon manufacturing. Accelerate the ultra-low emission transformation of existing enterprises, increase the recycling and reuse of solid waste and wastewater, accumulate and promote the application of production processes and equipment for reducing industrial solid waste emissions and reducing the harm of industrial solid waste, promote the transformation of production methods, improve the comprehensive utilization of resources, reduce carbon emissions, and alleviate environmental pressure. Support the industrial demonstration and promotion of low-carbon projects such as non blast furnace vanadium titanium ore smelting and recovery of vanadium and titanium, ordinary blast furnace hydrogen rich smelting of vanadium titanium ore, and encourage the exploration and research of new technologies and processes for source reduction, green and low-carbon, as well as sulfuric acid titanium dioxide acid wastewater reuse technology. Promote the comprehensive utilization of by-product iron products in the process of vanadium and titanium extraction, with a focus on exploring the high-value utilization of high titanium slag smelting by-products as metallurgical auxiliary materials, and exploring the comprehensive utilization of waste resources such as vanadium extraction tailings, vanadium containing steel slag, and vanadium containing slag iron to produce metallurgical auxiliary products. Comprehensively promote the comprehensive utilization of solid waste resources and by-products such as titanium gypsum, ferrous sulfate, iron and titanium tailings, and blast furnace slag, and promote the technological research and production application of high-performance green and low-carbon building materials and components.
(8) Integrate and develop intelligent manufacturing. Based on the actual needs of processes, equipment, and products, we will improve the intelligent construction of the entire manufacturing process and focus on the intelligent development of the entire industry chain. Taking intelligent transformation projects as the starting point, we will accelerate the integration and development of manufacturing informatization, digitization, and manufacturing technology, laying the foundation for the intelligence of the entire production and manufacturing process. Support the implementation of automation, digitization, and intelligent transformation, promote network collaborative manufacturing and large-scale personalized customization, and explore the establishment of full lifecycle management for key advantageous products; We will support the full use of "Internet plus" to build an industrial Internet platform, which will bring together production enterprises, downstream users, logistics distributors, traders, scientific research institutions, financial institutions and other resources to improve efficiency.
(9) Improve the level of intrinsic safety. Consolidate the main responsibility of enterprises, based on prevention at the source, guide enterprises to strengthen safety production management from industry planning, industrial policies, regulations and standards, administrative licensing, and other aspects. Urge enterprises to improve their safety risk prevention and control mechanisms, continue to promote the standardization of safety production, establish a sound system, intelligent, and systematic management system, fully implement the safety production responsibility system, conduct in-depth investigation and management of safety risk hazards, eliminate outdated high-risk technology and equipment, implement online monitoring and early warning technology applications for major hazards, and prevent and curb the occurrence of major accidents.
(10) Deepen opening up and cooperation with the outside world. Focusing on leading domestic and foreign industry enterprises, implementing investment and talent attraction plans, supporting the holding of global and national vanadium and titanium industry summits, technical forums, product expos, etc., striving to attract 3-5 large international and domestic enterprises to settle in Sichuan. Focusing on talent introduction, cultivation, and utilization, we will build a platform to attract and gather high-level talents, deeply implement major national and provincial talent attraction projects, carry out special talent attraction activities for the vanadium and titanium industry, and introduce high-end talents and innovation teams from both domestic and foreign vanadium and titanium industries.
4、 Policy guarantee
(1) Effectively strengthen organizational support. Relying on the provincial leadership's contact and guidance mechanism for promoting the work of the new material industry and the vanadium titanium industry, coordinating and solving factor guarantees, and promoting the implementation of policies related to guiding industrial development. Support the establishment of an expert advisory committee for the development of the vanadium and titanium industry, relying on the Panxi Experimental Zone and key enterprises, to assist in technical research, industrial development, and policy guidance.
(2) Increase financial support. Support banks and financial institutions to explore the establishment of a "one matter, one discussion" green channel for enterprises with market benefits, and maintain reasonable credit; Increase credit support for key enterprise technology transformation and product innovation projects, and provide precise support for enterprise intelligent transformation and product upgrading. Encourage industrial clusters to establish special funds for vanadium and titanium industry, regional coordinated development funds, etc., to guide and accelerate industrial development. Promote financial products and services such as intellectual property pledge financing, guide financial institutions to focus on the development needs of the vanadium titanium industry, and improve the accuracy and availability of financial services.
(3) Improve financial and tax support policies. Provide appropriate financial support for projects such as innovation platform construction, park construction, upgrading and renovation, comprehensive utilization of "three wastes" resources, and chain extension and strengthening. Support the application of accumulated funds that meet the requirements of the Sichuan Provincial Financial Interaction Award and Supplementary Fund Management Measures. Implement policies related to the Western Development, and support resource comprehensive utilization projects that comply with the encouraged categories of the "Industrial Structure Adjustment Catalogue (2019 Edition)" or the "Encouraged Industries Catalogue of the Western Region (2020 Edition)" to declare and enjoy tax policies related to the Western Development in accordance with the law. Implement tax incentives such as value-added tax incentives for national resource comprehensive utilization products and services, fixed asset returns for solid waste comprehensive utilization facilities, and accelerated depreciation of equipment. Support the increase of industry concentration, and provide corresponding financial and tax support for those who implement substantive mergers and acquisitions.
(4) Provide essential factor assurance services. Strengthen the linkage and departmental collaboration between provinces, cities (states), and create a favorable environment for industry structure adjustment, transformation and upgrading, and provide service guarantees for major projects. For key projects in the province, all regions and relevant departments should coordinate, cooperate with each other, simplify procedures, and improve efficiency. They should organize regional planning and land use adjustments in a timely manner in accordance with laws and regulations, and assist enterprises in project filing, land use, site selection, environmental impact assessment, safety assessment, energy assessment, and various types of certificate processing in a timely manner; We need to strengthen the guidance and supervision of the entire project construction process, and ensure that the project is constructed in accordance with laws and regulations. Comprehensively deepen the reform of the power system, support the comprehensive application of power policies, and reduce production costs for enterprises. Support vanadium titanium steel enterprises to participate in the implementation of energy efficiency improvement projects and transform energy advantages into industrial advantages.
(5) Accelerate the cultivation of professional talents. Support universities and research institutes to establish vanadium and titanium specialized talent cultivation plans, encourage the establishment of relevant majors in the field of vanadium and titanium, offer relevant courses, carry out vanadium and titanium application research, and cultivate vanadium and titanium professional talents; Support the establishment of a vanadium titanium application talent training base in Panxi University; Encourage leading and backbone enterprises in the vanadium and titanium industry to strengthen industry education integration, school enterprise cooperation, participate in professional construction and curriculum design in the vanadium and titanium field, and cultivate urgently needed technical and skilled talents through "order based" training; Rewards will be given to professional talents who have made significant contributions to the application of vanadium and titanium, encouraging them to join the vanadium and titanium industry.
