On November 16th, the National Development and Reform Commission, the National Bureau of Statistics, and the National Energy Administration jointly issued a notice on further improving the work of excluding new renewable energy consumption from the total energy consumption control.
The document specifically represents:
Accurately define the range of new renewable energy electricity consumption
(1) Renewable energy, which is not included in the total energy consumption, currently mainly includes renewable energy such as wind power, solar power, hydropower, biomass power, geothermal power, etc.
(2) Based on the 2020 renewable energy electricity consumption in various regions, the annual increase in renewable energy electricity consumption during the 14th Five Year Plan period compared to the previous year will be deducted from the national and local energy consumption total assessment.
Using green certificates as the basic evidence for determining the consumption of renewable energy electricity
(1) The Renewable Energy Green Power Certificate (hereinafter referred to as the "Green Certificate") is a voucher for the consumption of renewable energy electricity. The consumption of renewable energy in various provincial administrative regions shall be calculated based on the green certificates held by various types of electricity users in the province for the current year. The consumption of renewable energy by enterprises shall be calculated based on the green certificate held by the enterprise for the current year.
(2) The scope of green certificate issuance covers all renewable energy power generation projects, and a unified national green certificate system is established. The National Renewable Energy Information Management Center will issue corresponding green certificates to renewable energy power generation enterprises based on the electricity generated by the project according to relevant national regulations and basic data provided by the power grid.
(3) The green certificate is transferable in principle, and the transfer of the green certificate shall be carried out in accordance with relevant regulations. Promote the construction of green certificate trading market and promote the participation of renewable energy in green certificate trading.
Improve the statistical and accounting system for renewable energy consumption data
(1) Consolidate the statistical foundation of renewable energy consumption. Power grid enterprises and relevant industry associations should strengthen the statistical accounting of renewable energy transactions, consumption, and settlement data within and between provinces, strengthen the collection, analysis, and verification of relevant data, and ensure the authenticity and accuracy of renewable energy consumption data.
(2) Conduct national and local level data accounting. The National Energy Administration calculates the consumption of renewable energy electricity across the country and regions based on data from the National Renewable Energy Information Management Center and electricity trading institutions. The National Bureau of Statistics, in conjunction with the National Energy Administration, is responsible for verifying the data on new renewable energy electricity consumption across the country and regions.
Scientific implementation of energy-saving target responsibility evaluation and assessment
(1) Coordinate and carry out dual control assessment of energy consumption in various regions. In the "14th Five Year Plan" provincial people's government energy-saving target responsibility evaluation assessment, the newly added renewable energy electricity consumption will be deducted from the total energy consumption in each region, but still included in the energy consumption intensity assessment.
(2) Effectively connecting local energy-saving goals and tasks. The energy conservation regulatory departments of each province (district, city) should scientifically determine the energy conservation goals and tasks of the "14th Five Year Plan" in their respective regions based on the energy-saving goals and tasks determined by the country, taking into account factors such as the deduction of new renewable energy, and organize and implement them effectively.
Organize and implement effectively
(1) Standardize data submission and accounting. At the end of January each year, the National Energy Administration provides the National Bureau of Statistics with preliminary data on renewable energy electricity consumption across the country and regions. By the end of April, the final data will be provided. By the end of June, the National Bureau of Statistics, in conjunction with the National Energy Administration, will finalize the data on the new renewable energy electricity consumption in each region for the previous year.
(2) Effectively strengthen the management of green certificates. The National Development and Reform Commission and the National Energy Administration have established a sound system for managing green certificate transactions, and strengthened the tracking and guidance of green certificate transactions in various regions. Local relevant departments should strengthen the supervision and management of local green card trading work, and seriously deal with enterprises engaged in false transactions, falsification, and tampering with data in accordance with the law and regulations.
(3) Establish a sound support system. Fully utilize existing working mechanisms and accounting systems, and improve the recognition and statistical support system for renewable energy electricity. Establish a review system for renewable energy electricity consumption that meets regulations. All regions, departments, and units should strictly abide by the renewable energy consumption accounting system and resolutely prevent data fraud.
