In response to the proposal by members of the Chinese People's Political Consultative Conference to focus on improving system regulation capabilities and scientifically promoting the construction of new power systems, the National Energy Administration stated that it will actively promote the research and development demonstration of advanced technologies and key equipment, deploy advanced technologies and key equipment research and development demonstration in green and low-carbon energy fields such as photovoltaic, large capacity wind power, and new energy storage, strengthen the research and application of new energy storage technologies, and actively study energy storage support policies, Jointly promote the high-quality development of the energy storage industry.

We have received your proposal to focus on improving the regulatory capacity of the system and scientifically promoting the construction of a new type of power system. Our response is as follows:
Your proposal thoroughly analyzes the supply-demand contradiction of flexibility in the construction of China's new power system, and proposes five targeted suggestions, including accelerating the flexibility transformation and improvement of pumping and storage capacity of coal-fired power, gradually promoting renewable energy through gas and electricity as a bridge, improving the resilience of power grid platforms through interconnectivity, promoting the development of the energy storage industry through joint efforts from multiple parties, and guiding and adjusting consumption habits on the demand side, It has strong reference significance and value for effectively improving the load storage and regulation capacity of the source network in the power system, and scientifically promoting the construction of new power systems.
1、 On Accelerating the Flexibility Transformation and Improving the Pumping and Storage Capacity of Coal Electricity
The Central Committee of the Communist Party of China and the State Council attach great importance to the flexible transformation of coal-fired power, and our bureau conscientiously implements and accumulates efforts to promote relevant work. In October 2021, the United Nations Development and Reform Commission issued the "National Implementation Plan for the Transformation and Upgrading of Coal Electric Generating Units", proposing to coordinate the development, consumption, consumption, and peak shaving needs of new energy, promote the "three transformations linkage" of coal electric energy conservation and carbon reduction transformation, flexibility transformation, and heating transformation, and require that the flexibility transformation of existing coal electric generating units should be fully improved. During the "14th Five Year Plan" period, 200 million kilowatts of coal electric generating unit flexibility transformation and 150 million kilowatts of flexible manufacturing should be completed. In April 2022, a typical case and technology promotion conference for the "Three Reforms and Linkages" of coal-fired power generation in China was held to promote mature and applicable technologies for the transformation and upgrading of coal-fired power units, which received widespread attention and participation from both inside and outside the industry.
Our bureau attaches great importance to the connection and coordination between pumped storage and ecological function related planning and protected areas, and actively promotes the progress of the pre project work within the planning. In August 2021, the "Medium and Long Term Development Plan for Pumped Storage Energy (2021-2035)" was issued, proposing to strengthen communication and coordination with natural resources, ecological environment, forestry and grass, water conservancy and other departments, and to reserve development space for pumped storage energy while meeting the requirements of ecological environment protection. In March of this year, in collaboration with the National Development and Reform Commission, we will accelerate the development and construction of pumped storage projects during the 14th Five Year Plan period. We will accelerate the preliminary work of the projects, improve the project management system, strive to start projects as soon as possible with conditions, ensure grid access, ensure land use, strictly implement ecological environment protection requirements, implement pumped storage electricity pricing policies, and strengthen industry chain coordination Specific measures and requirements have been proposed to encourage pumped storage projects to collaborate with large wind and photovoltaic bases.
Next, our bureau will focus on the development and construction of large-scale wind power and photovoltaic bases with a focus on deserts, Gobi, and deserts, and promote the flexible transformation of their surrounding supporting peak shaving coal generator sets. Further promote the implementation of flexible manufacturing for all newly built units, and the flexibility transformation of existing units should be thoroughly improved. Based on the implementation plan of the "Three Reforms Linkage" for coal-fired power units and the actual situation of local (enterprise), supervise and guide local and relevant enterprises to implement the transformation task goals, further strengthen supervision, and achieve practical results in the flexible transformation of coal-fired power. At the same time, we strongly support the construction of power side pumped storage projects in large wind and photovoltaic bases and other areas, optimize the layout of grid side pumped storage, and explore the mechanisms and operating modes of pumped storage projects serving specific power sources.
2、 Regarding the gradual promotion of renewable energy through the use of gas and electricity as a bridge
Natural gas power generation has the advantages of flexible peak shaving, clean and low-carbon. While reducing carbon emissions, it can effectively improve the stable supply, new energy consumption, and energy efficiency level of the power system. Taking peak shaving of gas and electricity as an important component of building a new type of power system is one of the important ways to help achieve energy carbon peaking, carbon neutrality, and build a clean, low-carbon, and safe energy system. According to the requirements of documents such as the "Several Opinions of the State Council on Promoting the Coordinated and Stable Development of Natural Gas" (Guo Fa [2018] No. 31) and the "Opinions on Accelerating the Utilization of Natural Gas" (Fa Gai Energy [2017] No. 1217), our bureau encourages relevant regions to plan and promote the orderly utilization of natural gas based on the actual supply and demand in their respective regions.
Next, our bureau will take into account the power supply and demand situation, and appropriately layout a batch of peak shaving gas and electricity projects in load centers with guaranteed gas sources, affordable gas prices, and high peak shaving demand, to enhance the system's regulation capacity. Moderately construct natural gas distributed gas turbine projects in industrial parks and other areas with large-scale thermal (cooling) loads, promote user side distributed intelligent comprehensive energy according to local conditions, and consolidate the foundation of supply guarantee power supply. At the same time, we will promote the pilot demonstration of wind, solar, and gas multi energy complementary projects, promote the integration of natural gas power generation and new energy development, and accelerate the construction and improvement of new power systems.
3、 On Improving the Resilience of Power Grid Platforms through Interconnection and Interoperability
The development of energy and electricity faces significant strategic tasks such as ensuring safe and stable supply, accelerating clean and low-carbon transformation, and promoting the achievement of the "dual carbon" goals. The power grid is a hub platform for energy conversion, utilization, and transmission configuration. In terms of power grid structure, our bureau adheres to scientific analysis and early warning of the annual power supply and demand and security situation, supports the principles of hierarchical zoning, clear structure, safety and controllability, and economy, scientifically strengthens mutual economic capabilities between power grids, coordinates the promotion of long-distance and large-capacity power transmission, improves the digitalization and intelligence level of the power grid, and supports the service of new energy grid connection and consumption The coordination and interaction between the source network, load and storage, flexible trading of green electricity, and diversified electricity consumption meet the needs of building a new type of power system and promoting clean and low-carbon energy transformation.
Next, our bureau will continue to strengthen the prediction and judgment of electricity and energy consumption, build a strong backbone network, optimize the main network of regional power grids, transform and upgrade urban and rural distribution networks, enhance the resilience of key urban power grids, promote the informatization, digitization, and intelligence of the power industry, build a smart dispatch and operation system, improve the overall operational efficiency of the power system, and promote the construction of a new type of power system, Significantly improve the power supply guarantee capacity and renewable energy consumption capacity.
4、 Regarding the joint promotion of energy storage industry development by multiple parties
Our bureau has successively implemented a series of policy documents such as the "Guiding Opinions on Accelerating the Development of New Energy Storage", adhering to the principles of overall planning and adapting to local conditions, strengthening top-level design, highlighting the role of scientific leadership, strengthening the connection with energy related planning, coordinating the upstream and downstream development of new energy storage industries, and promoting the development of new energy storage based on local conditions and diversification. One is to clarify key tasks related to the large-scale application of new energy storage, technological breakthroughs, and market policies in energy and electricity related planning and carbon peaking related policy documents. The second is to issue and implement the "Implementation Plan for the Development of New Energy Storage during the 14th Five Year Plan", deploying measures in areas such as new energy+energy storage, traditional power+energy storage, and diversified development of energy storage on the grid side and user side, promoting the organic connection between new energy storage and various links of the power system, and fully realizing its value. The third is to issue and implement the "Management Standards for New Energy Storage Projects (Provisional)", promote local planning and layout of new energy storage based on local needs, strengthen the entire process management of new energy storage, clarify the responsibilities of power grid enterprises and other related parties, promote scientific priority scheduling of new energy storage, and promote the standardized development of new energy storage.
At the same time, our bureau is actively promoting the research and development demonstration of advanced technologies and key equipment. Together with relevant departments, we will deploy advanced technologies and key equipment research and development demonstration in green and low-carbon energy fields such as photovoltaic, large capacity wind power, new energy storage, and advanced coal power, and promote the research and development and industrialization of safe and low-cost new energy technologies. Support innovation and demonstration of clean energy technologies such as photovoltaic, multi energy complementary, and smart wind power, carry out integrated development and diversified application of wind, solar, thermal, and storage, support large-scale development and high proportion development of new energy, and help achieve the "dual carbon" goal.

5、 Guiding and Adjusting Consumption Habits on the Demand Side
The relevant departments have taken a series of measures to support demand side response and promote user participation in system interaction. In 2017, the National Development and Reform Commission revised and issued the "Electricity Demand Side Management Measures (Revised Edition)" to encourage various market entities to develop and utilize demand side response resources. Secondly, in 2018, our bureau, in collaboration with the National Development and Reform Commission, issued the "Guiding Opinions on Improving the Regulating Capacity of the Power System", encouraging the promotion of electricity sales side reform, the use of price signals to guide users to use electricity in different peak periods, achieving fast and flexible demand side response, and enhancing the flexibility of electricity users. Thirdly, in 2021, the National Development and Reform Commission issued a notice on further improving the time of use electricity price, guiding the formation of new consumption habits based on the price differences of four different periods: peak, peak, low, and deep. Fourthly, in 2021, our bureau issued a notice on strengthening market supervision and effectively playing the role of market mechanisms to promote the guarantee of electricity supply this winter and next spring, promoting the participation of high capacity industrial loads, industrial and commercial adjustable loads, new energy storage, electric vehicle charging networks, virtual power plants, 5G base stations, load aggregators, and other auxiliary service markets, encouraging the demand side to actively participate in system regulation and reducing peak valley differences in system operation. In 2022, our bureau, in collaboration with multiple departments, jointly issued the "Guiding Opinions on Further Promoting Electric Energy Substitution", encouraging the use of advanced information communication control technology and virtual power plant technology to enhance the flexible interaction ability of electric energy substitution users, participate in system interaction, and encourage the cultivation of load aggregators to promote active participation of users in demand side response.
Next, our bureau will work with relevant departments to effectively improve the flexible regulation capacity of the power load side and ensure energy and electricity security.
One is to accelerate the construction of demand side response capacity, gradually promote the advanced experience and practices of market-oriented demand side response to all provinces, clarify the standards and procedures for determining demand side response resources, and standardize the signing of agreements.
The second is to guide and urge various regions to implement the time-of-use electricity pricing mechanism policies, fully leverage the signal role of electricity prices, guide users to use less electricity during peak hours and more electricity during low periods, and improve the efficiency and efficiency of power system operation.
The third is to continue to improve the construction of the auxiliary service market mechanism, promote the participation of adjustable users in the auxiliary service market, and improve the demand side and other third-party response capabilities.
