Beixing Energy Storage Network learned that on February 22, the State Council issued the "Guiding Opinions on Accelerating the Establishment and Improvement of a Green, Low Carbon, and Circular Development Economic System", which proposed promoting the green and low-carbon transformation of the energy system. We will prioritize energy conservation and improve the dual control system for total and intensity energy consumption. Increase the proportion of renewable energy utilization, vigorously promote the development of wind and photovoltaic power generation, and develop hydropower, geothermal energy, ocean energy, hydrogen energy, biomass energy, and photothermal power generation according to local conditions. Establishing a sound green, low-carbon, and circular development economic system, promoting comprehensive green transformation of economic and social development, is the fundamental strategy to solve China's resource, environmental, and ecological problems. In order to implement the deployment of the 19th National Congress of the Communist Party of China and accelerate the establishment and improvement of a green, low-carbon, and circular economic system, the following opinions are proposed.
1、 Overall requirements
(1) Guiding ideology.   Green consumption enables development to be based on the utilization of resources, strict protection of the ecological environment, and effective control of greenhouse gas emissions. It promotes high-quality development and high-level protection, establishes a sound economic system for green and low-carbon circular development, and achieves carbon peak and carbon neutrality goals, promoting China's green development to a new level.
(2) Working principles.
Persist in key breakthroughs. Focusing on energy conservation, environmental protection, clean production, and clean energy, we will take the lead in breakthroughs, and integrate and develop with agriculture, manufacturing, service industries, and information technology, comprehensively driving the green upgrading of the primary, secondary, and tertiary industries and infrastructure.
Adhere to innovation leadership. Deeply promote technological innovation, model innovation, and management innovation, accelerate the construction of a market-oriented green technology innovation system, promote new business models, and build a strong and effective policy support system.
Persist in seeking progress while maintaining stability. We will organically integrate green transformation with economic development, technological progress, industrial continuity, stable employment, and improved people's livelihoods, and steadily and persistently promote it.
Adhere to market orientation. Fully leverage the guiding role of the market, the main role of enterprises, and the role of various market transaction mechanisms in green transformation, injecting strong impetus into green development.
(3) Main objectives. By 2025, the industrial structure, energy structure, and transportation structure will be significantly optimized, with a significant increase in the proportion of green industries. The level of infrastructure greening will continue to improve, the level of clean production will continue to improve, the green transformation of production and lifestyle will achieve significant results, the allocation of energy resources will be more reasonable, and the utilization efficiency will be significantly improved. The total amount of major pollutant emissions will continue to decrease, the intensity of carbon emissions will significantly decrease, and the ecological environment will continue to improve, The market-oriented green technology innovation system is more complete, the legal and regulatory policy system is more effective, and the production system, circulation system, and consumption system for green and low-carbon circular development are preliminarily formed. By 2035, the endogenous driving force of green development has significantly increased, the scale of green industries has reached a new level, and the energy and resource utilization efficiency of key industries and products has reached international advanced levels. Green production and lifestyle have been widely formed, and carbon emissions have steadily decreased after reaching their peak. The ecological environment has fundamentally improved, and the goal of building a beautiful China has been basically achieved.
2、 Establish a sound production system for green and low-carbon circular development
(4) Promote green upgrading of industry. Accelerate the implementation of green transformation in industries such as steel, petrochemicals, chemicals, non-ferrous metals, building materials, textiles, papermaking, leather, etc. Promote green product design and build a green manufacturing system. Vigorously develop the remanufacturing industry, strengthen the certification and promotion of remanufactured products. Build a comprehensive resource utilization base to promote the comprehensive utilization of industrial solid waste. Fully promote clean production and implement mandatory clean production audits in the "dual ultra dual high energy consumption" industry in accordance with the law. Improve the identification methods for "scattered and dirty" enterprises, and implement measures such as closure and ban, integration and relocation, and rectification and improvement. Accelerate the implementation of the pollution discharge permit system. Strengthen the management of hazardous waste in industrial production processes.
(5) Accelerate the green development of agriculture. Encourage the development of ecological planting and aquaculture, and strengthen the certification and management of green food and organic agricultural products. Develop ecological circular agriculture, improve the level of resource utilization of livestock and poultry manure, promote the comprehensive utilization of crop straw, and strengthen the control of agricultural film pollution. Strengthen the protection and improvement of farmland quality, and promote the comprehensive management of degraded farmland. Develop forestry circular economy and implement the construction project of forest ecological marker products. Vigorously promote agricultural water-saving and promote water-saving technologies. Promote healthy aquaculture. Implement actions to reduce the use of pesticides and veterinary antibiotics and purify the production environment. We will strengthen unified planning for mudflat in aquaculture waters in accordance with the law. Improve the management system for fishing bans in relevant water areas. Promote the deep integration of agriculture, tourism, education, culture, health and other industries, and accelerate the integrated development of primary, secondary, and tertiary industries.
(6) Improve the level of green development in the service industry. Promote the green upgrading of commercial enterprises and cultivate a group of green circulation entities. Develop the sharing economy in areas such as transportation and accommodation in an orderly manner, and standardize the development of idle resource transactions. Accelerate the green transformation of the information service industry, carry out the green construction and transformation of large and medium-sized data centers and network computer rooms, and establish a green operation and maintenance system. Promote the green development of the exhibition industry, guide the formulation of industry related green standards, and promote the recycling of exhibition facilities. Promote the use of low volatile organic matter content raw and auxiliary materials in industries such as automobile repair and decoration. Advocate for industries such as hotels and catering not to proactively provide disposable items.
(7) Strengthen the green and environmental protection industry. Build a number of national green industry demonstration bases and promote the formation of an open, collaborative, and innovative ecosystem. Accelerate the cultivation of market entities, encourage the establishment of mixed ownership companies, and create a group of large green industry groups; Guide small and medium-sized enterprises to focus on their main business and enhance their core competitiveness, and cultivate "specialized, refined, and innovative" small and medium-sized enterprises. Promote models such as contract energy management, contract water-saving management, third-party governance of environmental pollution, and environmental custody services guided by the effectiveness of environmental governance. Further liberalize competitive energy conservation and environmental protection businesses in fields such as petroleum, chemical, electricity, and natural gas, and encourage public institutions to promote energy custody services. Timely revise the green industry guidance catalog to guide the development direction of the industry.
(8) Improve the level of recycling in industrial parks and industrial clusters. Scientifically formulate the development and construction plan for new industrial parks, carry out environmental impact assessments in accordance with laws and regulations, strictly adhere to admission standards, improve the circular industry chain, and promote the formation of industrial circular coupling. Promote the circular transformation of existing industrial parks and clusters, promote the co construction and sharing of public facilities, cascade utilization of energy, resource recycling, and centralized and safe disposal of pollutants. Encourage the construction of comprehensive energy projects with multiple energy sources such as electricity, heat, cold, and gas that complement each other. Encourage the construction of centralized storage, pre-treatment, and disposal facilities for hazardous waste in chemical and other industrial parks.
(9) Build a green supply chain. Encourage enterprises to carry out green design, select green materials, implement green procurement, create green manufacturing processes, promote green packaging, carry out green transportation, and do a good job in recycling waste products to achieve green environmental protection throughout the entire product cycle. Select around 100 enterprises with high potential, significant social impact, and strong driving force to carry out green supply chain pilot projects and explore the establishment of a green supply chain system. Encourage industry associations to improve the level of green supply chain in the industry by formulating regulations, consulting services, and industry self-discipline.
3、 Improve the circulation system for green and low-carbon circular development
(10) Create green logistics. We will adjust the transportation structure, promote multimodal transportation such as rail, public rail, and public water, and accelerate the construction of railway dedicated lines. Strengthen the organization and management of logistics transportation, accelerate the construction of relevant public information platforms and information sharing, and develop drop and drop transportation and joint distribution. Promote green and low-carbon transportation vehicles, eliminate, update or renovate old vehicles and ships, and prioritize the use of new or clean energy vehicles in areas such as port and airport services, urban logistics and distribution, postal express delivery, etc; Intensify the promotion of green ship demonstration applications and promote the standardization of inland ship types. Accelerate the construction of electrical facilities at ports and support the construction and application of alternative equipment for aircraft auxiliary power devices at airports. Support logistics enterprises in building digital operation platforms, encourage the development of smart warehousing and transportation, and promote the establishment of standardized pallet recycling and sharing systems.
(11) Strengthen the recycling and utilization of renewable resources. Promote the integration of garbage classification and recycling with renewable resource recycling, and encourage local governments to establish regional trading centers for renewable resources. Accelerate the implementation of the extended producer responsibility system and guide production enterprises to establish a reverse logistics recycling system. Encourage enterprises to adopt modern information technology to achieve an organic combination of online and offline waste recycling, cultivate new business models, create leading enterprises, and enhance the overall competitiveness of the industry. Improve the recycling and treatment system for waste household appliances, promote typical recycling models and empirical practices. Accelerate the construction of a recycling system for waste materials, strengthen the recycling and utilization of renewable resources such as waste paper, plastic, tires, metal, and glass, and improve resource output and recycling rates.
(12) Establish a green trade system. Optimize the trade structure, vigorously develop high-quality and high value-added green product trade, and strictly control the export of high pollution and energy consuming products. Strengthen international cooperation on green standards, actively lead and participate in the formulation of relevant international standards, promote cooperation and mutual recognition mechanisms in conformity assessment, and ensure the connection between green trade rules and import and export policies. Deepen green "the Belt and Road" cooperation, and expand cooperation in technology, equipment and services in energy conservation, environmental protection, clean energy and other fields.
4、 Improve the consumption system for green, low-carbon and circular development
(13) Promote the consumption of green products. Increase government green procurement efforts, expand the scope of green product procurement, and gradually expand the green procurement system to state-owned enterprises. Strengthen guidance for enterprises and residents to purchase green products, and encourage local governments to adopt subsidies, point rewards, and other methods to promote green consumption. Promote the establishment of green product sales zones on e-commerce platforms. Strengthen the certification management of green products and services, and improve the credit supervision mechanism of certification institutions. Promote green power certificate trading and lead the entire society to increase green power consumption. Strictly crack down on the behavior of falsely labeling green products, and include information related to administrative penalties in the national enterprise credit information disclosure system.
(14) Advocate for a green and low-carbon lifestyle. Implement strict economy and resolutely stop food and beverage waste. Promote the classification, reduction, and resource utilization of household waste according to local conditions, and carry out publicity, training, and effectiveness evaluation. We will solidly promote the full chain governance of plastic pollution. Promote the governance of excessive packaging and encourage producers and operators to comply with mandatory standards that restrict excessive packaging of goods. Improve the intelligent level of the transportation system and actively guide green travel. Deepen the patriotic health campaign, rectify the dirty and disorderly environment, and create a livable living environment. Carry out green life creation activities.

5、 Accelerate green upgrading of infrastructure
(15) Promote the green and low-carbon transformation of the energy system. We will prioritize energy conservation and improve the dual control system for total and intensity energy consumption. Increase the proportion of renewable energy utilization, vigorously promote the development of wind and photovoltaic power generation, and develop hydropower, geothermal energy, ocean energy, hydrogen energy, biomass energy, and photothermal power generation according to local conditions. Accelerate the research and development and promotion of large capacity energy storage technology, and enhance the collection and transmission capacity of the power grid. Increase the supply of clean energy in rural areas and promote the development of biomass energy in rural areas. Promote the clean development, transformation and utilization of coal-fired power, and continue to increase the proportion of large capacity, high parameter, and low pollution coal-fired power units in the installed capacity of coal-fired power. Develop clean cogeneration centralized heating in counties in the northern region and steadily promote biomass coupled heating. Strictly control the newly added installed capacity of coal-fired power plants. Improve energy transmission and distribution efficiency. Implement plans for the construction and intelligent upgrading of urban and rural distribution networks, and promote the upgrading and transformation of rural power grids. Accelerate the construction of natural gas infrastructure and connectivity. Conduct experiments and demonstrations on carbon dioxide capture, utilization, and storage.
(16) Promote the construction and upgrading of urban environmental infrastructure. Promote full coverage of urban sewage pipelines. Promote the integration of urban domestic sewage collection and treatment facilities with the factory network, accelerate the construction of sludge harmless resource disposal facilities, and layout sewage resource utilization facilities according to local conditions, basically eliminating urban black and odorous water bodies. Accelerate the construction of urban household waste treatment facilities, promote household waste incineration for power generation, and reduce landfill disposal of household waste. Strengthen the construction of centralized disposal capacity for hazardous waste, improve the level of information and intelligent supervision, and strictly implement the business license management system. Improve the emergency treatment capacity of medical waste. Ensure the resource utilization and harmless treatment of kitchen waste. Promote the construction of large-scale seawater desalination facilities in coastal cities with water scarcity.
(17) Improve the green development level of transportation infrastructure. Integrate the concept of ecological and environmental protection throughout the entire process of transportation infrastructure planning, construction, operation, and maintenance, intensively utilize land and other resources, reasonably avoid land spaces with important ecological functions, and build green roads, railways, waterways, ports, and airports. Strengthen the construction of supporting infrastructure such as charging, swapping, and hydrogenation for new energy vehicles. Promote the application of advanced energy-saving and environmental protection technologies and products such as warm mix asphalt, intelligent ventilation, auxiliary power replacement, energy-saving lamps, and sound barriers. Increase the comprehensive utilization of waste resources in engineering construction, and promote the resource utilization of waste road surfaces, asphalt, dredged soil and other materials, as well as construction waste.
(18) Improve the living environment in urban and rural areas. Relevant spatial planning should implement the concept of green development, coordinate urban development and safety, optimize spatial layout, reasonably determine development intensity, and encourage cities to leave blank spaces for greenery. Establish an evaluation system for "Beautiful Cities" and carry out pilot projects for the construction of "Beautiful Cities". Enhance urban flood control and drainage capabilities. Carry out green community creation actions, vigorously develop green buildings, establish a unified green building labeling system, and promote the greening of community infrastructure and energy-saving renovation of existing buildings in conjunction with the renovation of old urban residential areas. Establish an evaluation system for rural construction and promote the filling of shortcomings in rural construction. Accelerate the improvement of rural living environment, adjust measures to local conditions, promote rural toilet renovation, domestic waste treatment and sewage treatment, enhance village appearance, and beautify rural greenery. Continue to carry out clean heating renovation and renovation of old and dilapidated houses in rural areas, and create a clean, tidy, orderly, and beautiful village environment.
6、 Building a market-oriented green technology innovation system
(19) Encourage the research and development of green and low-carbon technologies. We will implement green technology innovation initiatives and lay out a number of forward-looking, strategic, and disruptive technology projects in areas such as energy conservation and environmental protection, clean production, and clean energy. Cultivate and build a number of innovation base platforms such as the National Green Technology Innovation Center and the National Science and Technology Resource Sharing Service Platform. Strengthen the dominant position of enterprise innovation, support enterprises to integrate forces such as universities, research institutes, and industrial parks to establish market-oriented green technology innovation consortia, and encourage enterprises to lead or participate in green technology research and development projects supported by financial funds, as well as green technology innovation projects with clear market orientation.
(20) Accelerate the transformation of scientific and technological achievements. Support the application of green technology through the policy of utilizing the first major technical equipment. Fully leverage the role of the National Science and Technology Achievement Transformation Guidance Fund, strengthen the guidance of various funds such as venture capital, and support the transformation and application of green technology innovation achievements. Support enterprises, universities, research institutions, etc. to establish green technology innovation project incubators and innovation and entrepreneurship bases. Timely release the green technology promotion catalog and accelerate the promotion and application of advanced and mature technologies. Deepen the construction of green technology trading centers.
7、 Improve the legal, regulatory and policy system
(21) Strengthen legal and regulatory support. Promote the improvement of laws and regulations in promoting green design, strengthening clean production, improving resource utilization efficiency, developing circular economy, strict pollution control, promoting the development of green industries, expanding green consumption, implementing environmental information disclosure, and addressing climate change. (22) Improve the green fee pricing mechanism. Improve the sewage treatment fee policy, follow the principle of covering the operation of sewage treatment facilities and the cost of sludge treatment and disposal, and make reasonable profits, reasonably formulate sewage treatment fee standards, and improve the dynamic adjustment mechanism of standards. According to the principle of producer payment, establish and improve the charging system for household waste treatment. Each region can implement differentiated management such as classified pricing and measurement fees based on local actual conditions. Improve energy conservation and environmental protection electricity pricing policies, promote comprehensive reform of agricultural water pricing, and continue to implement the tiered electricity, gas, and water pricing systems for residents.
(23) Increase financial and tax support efforts. Continue to use fiscal funds and budget based investments to support the development of environmental infrastructure, green environmental protection industries, energy utilization, and resource recycling. Continue to implement preferential policies such as income tax and value-added tax in areas such as energy conservation, water conservation, environmental protection, comprehensive utilization of resources, contract energy management, and third-party treatment of environmental pollution. Carry out pilot work on resource tax collection and water resource fee tax reform.
(24) Vigorously develop green finance. Develop green credit and green direct financing, and increase the evaluation and assessment of green financial performance of financial institutions. Unify green bond standards and establish green bond rating standards. Develop green insurance and leverage the adjustment mechanism of insurance premium rates. Support eligible green industry enterprises to go public for financing. Support financial institutions and related enterprises to carry out green financing in the international market. Promote the convergence of international green finance standards and orderly promote the two-way opening of the green finance market. Promote climate investment and financing work.
(25) Improve green standards, green certification systems, and statistical monitoring systems. Carry out top-level design and system planning of the green standard system, and form a comprehensive and systematic green standard system. Accelerate the construction of standardized support institutions. Accelerate the construction of green product certification system and cultivate a group of professional green certification institutions. Strengthen statistical monitoring in areas such as energy conservation and environmental protection, clean production, and clean energy, improve relevant systems, and strengthen statistical information sharing.
(26) Cultivate a green trading market mechanism. Further improve the trading mechanisms for emission rights, energy rights, water rights, carbon emissions rights, etc., reduce transaction costs, and improve operational efficiency. Accelerate the establishment of systems for initial allocation, paid use, market transactions, dispute resolution, and supporting services, and coordinate green ownership transactions with relevant target indicators.
8、 Seriously organizing and implementing
(27) Carry out the implementation effectively. Each region and relevant department should have in place their thoughts, measures, and actions, fully understand the importance and urgency of establishing a sound green, low-carbon, and circular development economic system, regard it as an important part of high-quality development, further compact work responsibilities, strengthen supervision and implementation, and complete various tasks with quality and quantity. Each region should study and propose specific measures based on the actual local situation, invest more energy in implementing them, and implement policy measures effectively.
(28) Strengthen overall coordination. The relevant departments of the State Council should strengthen coordination and cooperation to form a working synergy. The National Development and Reform Commission, in conjunction with relevant departments, should strengthen overall planning, coordination, supervision and guidance, arrange and deploy annual key work, timely summarize the good experiences and models of various regions and relevant departments, explore the preparation of annual green and low-carbon circular development reports, and timely report major situations to the Central Committee of the Party and the State Council.
(29) Deepen international cooperation. Coordinate the domestic and international overall situation, strengthen policy communication, technical exchange, project cooperation, and talent training with various countries and regions around the world in the field of green and low-carbon circular development, actively participate in and lead global climate governance, effectively improve China's ability and level to promote international green and low-carbon circular development, and make positive contributions to building a community with a shared future for mankind.
(30) Create a positive atmosphere.
